Integrate page execution time and memory reporting

It would be nice if we Integrate average page execution time and average page memory from the performance module (part of devel).

If we do this, we should rely on the APC storage only.

This could use the hook proposed in this issue #368809: Implement a hook mechanism, so modules can report alerts.
