Where is the appropriate place to post bounties? Learn about bounty protocol?

Sub says it, mostly. Thinking of pushing a problem out for bounty, need to know where the appropriate forum is. Would it be the paid services forum? Or would it be in specific, subject-related forums?

The problem is with an ubercart module (and yes, I'll ask the same question on the Ubercart forums) (specifically, uc_discounts, which seems to not work anymore). I'd naturally provide more details if I got approval to pay for the work.
