fill pdf

i have installed drupal

added the fillpdf module with xxk and tokens

uploaded my pdf file to the site

i get this error message

* warning: fopen(): URL file-access is disabled in the server configuration in /home/content/i/n/o/inosent/html/ali/modules/fillpdf/fillpdf.module on line 473.
* warning: fopen(http://ocdevel.com:8080/fillpdf_itext/fillpdf_itext?method=parse&form_ur...): failed to open stream: no suitable wrapper could be found in /home/content/i/n/o/inosent/html/ali/modules/fillpdf/fillpdf.module on line 473.

basically, i want to build a html form that once the user has filled in the form, the form fileds populate the pdf file

if anybody can tell me how to make fillpdf do that i'd be grateful
