When the default values on the content-type configuration are set to off, the links will not display even if the node setting is set to on and vice-versa: when the default values are set to on, the links will always display, regardless of the node setting.

This is different from this issue: #367773: Enabled by default as the defaults are set correctly and it still occurs when update to the latest dev package.

This behaviour that you're describing is the one expected.
