Child terms are collapsed even when vocabulary is required

Description
I discovered that child terms in multilevel vocabularies stay collapsed even when the vocabulary is required. Main level of the vocabulary is not collapsed, but it's children are. This bug is also present after patching the module ( http://drupal.org/node/367659 ), but the patch enables admin to get around this by setting a required vocabulary to stay non-collapsed.
