To rebuild the registry on the dev version you need to uncomment a line in template.php. The attached patch adds a new theme setting to do this. This implementation is based on the Zen theme.

Attached is an update to this patch that fixes a problem w/ the "Turn off" link for sites w/ clean URLs disabled.
