Maybe this is peculiar to my setup, but when i turn off "make child menus collapsible" they become permanently collapsed. Since the legend for the fieldset is not clickable, they cannot be expanded.

This patch fixes the css class, which is always set to "collapsible collapsed" to actually check the variable setting first.
