By default the plugin manager installs the most recent file available. This should be choosable between most recent recommended release, and most recent development snapshot.

I'd also have to propose this as an important enhancement - I just casually managed to kill my site with an alpha build of a module because I wasn't paying attention, whereas for commercial use, you really just want the last 'known good' build of a module, even if it is lacking in functionality compared with the latest, greatest, but flaky alpha/beta version. Damn useful app though.

Yes, in my case I just overwrote my VBO dev release with an older stable one, yet I did not want that.
I assumed Plugin Manager shows me the latest version of a module, be it dev, yet in this case it overwrote the dev version with an older stable one.
