Release notes

Thanks to smorkis for patch on #355200 adds the ability to expand some terms by default.
-- THIS VERSION REQUIRES VISITING UPDATE.PHP due to a new field in one of the tables.
More new features are coming and some of the ui is going to be redesigned.
