I want to have a Drupal site where company's can registered and build there own classified shopping cart (e-commerce site) with company profile.

The main site should be comparing products similar to a price comparison site and admin should be able to feature products, reviews, company's and user.

Users should be able to rate and comment about there experience with company's and products and write reviews about products..

The aim is to create a trusted buying platform where the trust is build by the community by mainly rating and commenting. Company's with bad practices will be banned.

The site should be multilingual.

Standard theme.
I have no budget idea. I am looking foe a fixed quote to see if I can afford it (or better if I am willing to spend that amount x).

Here is more info about the project:

I want for each company a individual cart / product catalogue and/or company profile. Company's who wish to include only there profile without a shopping cart can do so if they want to.

Kind of ebay.com just not auction's (or better with a auctions feature to be enabled later) and amazon.com mix.

Look at it as it would be a online Mall with lots of shops in it. The Mall rents (in the beginning this service will be free) the stores and features products and services and shows reviews, ratings and comments in a Magazine (which will be the main Drupal site). Also the main site will feature offers and discount coupons.

Each store/company needs to get a separate ADMIN AREA to manage their products/services/prices/images/inbox/transactions/tracking etc.

But of course the main site will have a shopping site where all products from all shops are listed and are searchable for best price, best vendor (highest rating) etc. Like ebay and amazon together in some ways.

I think it is straight forward explanation.
A e-commerce module can be used for the shopping cart like:
Ubercart
e-Commerce
osCommerce

Ideal would be if you could integrate Magento http://www.magentocommerce.com but I am fine with the otheres as well.

For the company profile, rating and review there are modules available for Drupal out of the box.

The only custom thing I see is the comparison of the products (which will be solved easy if t Magento is used).

An existing theme would be fine to use..
