Issue Summary
A) Function for outputting button with proper markup for "Download Drupal x.y" to appear throughout the site.
B) Input format filter for putting this inline with content.
C) Automatically invalidate relevant filter caches on new Drupal version.

Assigning to get started component. Who ever implements this (James?) can you let the person doing the About page know?

So, I've heard that there is a module that gets the latest version of core dynamically from d.o. I believe that DamZ was the person that told me about this.
James needs this so that we can take care of this button and make it so it's not hard coded.
This page element is also common on some other sections of the redesign per Lisa's message above.
