"Ways to get involved" block

I need someone to gather and paste in the links within this block for the time being ...we can revisit this copy once the page can be viewed in situ on http://redesign.drupal.org

This will be a new block in drupalorg.module. Like 'Get Involved - IRC', but different content.

I added the stub block to the getting-involved page. Once the view exists for #873194: Community spotlight page, the path will change. It should be live on redesign.drupal.org tomorrow.

Code, including markup and content, is in drupalorg_block().

It seems like we should reference http://drupal.org/community-initiatives here but I've created this issue #888590: Move Community Initiatives to Getting Involved....

One way or another, we need to have the community initiatives referenced in this block.
