I wonder how the primary links can be broken up in separate divs for instance.

My primary links have subitems (not secondary links), and they appear as an ul within an ul.

I've designed a page on which the primary links are broken up in two div's: a div with the main-items, and a div with the subitems.

I'm using the Garland code to spit out the menu, but it doesn't seem to work out that well.

Any advice?

You could hardcode the primary links and use the Local Menu module to spit out the appropriate subitems in each section.

Might suit?
