I am trying to create a page on my website that is a petition, where you would go to that page and see a list of people on the site who have "signed" the petition. So people would click a link on that page that says add your name to this petition, and they fill out a couple fields of info and the users picture and information gets added to the original page in a panel.

I will probably try and theme it too so it looks presentable, but we'll see, I'll probably wind up paying someone to do that part. All I am trying to do right now is figure out a way to have a petition page with a list of users on my site who are on it, along with their contact information and any side notes they have.

Checkout the http://drupal.org/project/citizenspeak module. There's recently been work on the d6 version-- check the "View all releases" link to find it.

If you want anonymous users

If you want anonymous users to be able to 'sign' the petition, you might make it a webform: http://drupal.org/project/webform
