block won't refresh

Issue Summary

I have looked at some other support requests in the cue and there are some which seem to have my problem but none exactly fit my issue so Im writing a new one. I have downloaded and enabled block refresh, set permissions, and for global and individual block settings I have set the timer at 1 second. I have two blocks on the same page, one block is a node form in a block which submits via AJAX (this block does not run through block refresh). The other block (the one that does run through block refresh) is a list view of all of the nodes that are submitted by the node block. The submission of the node goes through just fine (can see nodes on /admin/content/node), but the blocks do not refresh. I have two copies of the block: One in a panels box, the other on the sidebar. I have the region set to the sidebar, I have autorefresh checked, both the timer and the global setting are set at 1 sec, but these blocks just do not refresh.

I've been looking for a module which delivers this type of functionality for a while and I'm really hoping I can get this to work.
