Have tried ad_blueprint with widthe set to 960 and 1024 fixed and 100% fluid set but in all cases the header lines up properly on the screen but the page itself moves a full screen width to the right.

I have implemented both the Themesettings and the ThemesettingsAPi modules

Can you give any more details? This isnt a Blueprint bug; probably a module problem.
