I have about 8 6.9 Drupal sites with white space above the DOCTYPE

<html xmlns="http://www.w3.org/1999/xhtml" lang="en" xml:lang="en">

I can not find anything in the issues or projects for this issue.
Can anyone clarify where to find this issue or tell me how to make an issue properly to get this issue resolved.

This module adds white space to the top of the output document and breaks feeds.

Fix this.
