Is the theme used on drupal.org available to download anywhere? I would very much like to use it as a base to develop my own theme.

No... the theme is not available... it is called "bluebeach"

Thanks for the replies, I suspected this might be the case, it's a shame because once I'd finished my theme would have looked nothing like drupal.org but I can understand the reasoning. I'll just have to learn all these cross-browser compatible tricks for making things look good either from the XHTML source and CSS or other sources.

I'm particularly interested in the round edges to blocks and the navigation buttons, but I've never designed a web page like this with no tables before so I think I have a lot of CSS to learn.

Some suggestions for you. Choose phpTemplate as your base. It is standard inthe next released versionof Drupal. More active people seem to use it. It is more powerful.

Using the PHPTemplate engine can be confusing at first also. You might want to download a nicely written theme and examine it. I wsuggest that you download and look at either box-grey or Kubrick.
