The normal operation of Contrib Toggle v1.3 would fatally conflict with Devel themer module, so the functions of Contrib Toggle are automatically disabled whenever Devel themer is activated. This task is to modify the functioning of Contrib Toggle so there is no conflict.

Commit #171087 resolves primary incompatibility. Two issues remaining:
* Module dependencies now work when Devel themer is active but "Disable Contrib" button does not function.
* Minor display error at bottom of window when confirmation popup is displayed if Devel themer is running. Display error remains when confirmation popup is cleared.
