Duplicate emails sent.. info on setup needed

I'm not finding much info on how to configure the email notifications that come from Abuse module. So it's not clear to me what conditions trigger them and how to set that up.
I'm assuming I have something set up incorrectly because when I flag a post, then go to Abuse moderation and select Warn but Allow, I'm then taken to another screen w/the warn email. It seems to be an opportunity to edit the warning and then send.
But when I send, two emails go out immediately.
