Option to use reply text, but not insert it

Description
It is useful to use the Reply Above this line text. However, sometime I want to insert the text myself via a messaging template (so it appears above the footer, but below the message.
Attached is a diff that provides this option (specifically, the option to use the reply to text, but not auto insert it).

Switch to mailcomment project. Mail2web is now known as "mailcomment" due to a trademark issue with the name mail2web.

Here's a re-roll of the patch against 6.x
I see this as a totally useful feature.
