Issue Summary
It would be nice to have a chance to choose which roles show in the
admin/user/userplus table.
Also could be nice to be able to select which role have access to "assign user roles" and "add multiple users". Maybe with some permission settings.
What do you think?

Changed the title to reflect the first issue.
There are some new permissions, as described in #383292: Extra permission, which should take care of the second issue.

This is now fixed and will be available in the next 6.x-2.x-dev release. Please read the release notes, give it a try, and open issues so we can get a release out soon.
