Regarding: In /admin/user/configure, setting "Visitors can create accounts but administrator approval is required." Currently, when users are "approved", it is just a matter of switching them from "Blocked" status to "Active". Create a queue/list/report of unapproved accounts. When an account is approved, send the user an approval notification by email.

Well, I'm attaching the module to enable notifications to 'activate'/'block'/'delete' events with configurable header and body fields. No queues so far (is it really needed?).
