I am trying to theme my primary links with some sliding door buttons. But to do that i need to wrap the output in tags, i cannot for the life of me workout how to do it. I have attempted adding the usual code to template.php

But this does not seem to work. Anyone got any ideas, i have cleared the template cache to no avail?
