wwalc commentedEdit your FCKeditor profile (admin/settings/fckeditor) and set the toolbar to "Default".
The reason why by default there is a different toolbar is simple: Drupal has the Filtered HTML input format enabled by default and with such configuration lots of buttons wouldn't work as expected (the content created with FCKeditor would be filtered out after saving a page).

kenorb commentedIt's weird for me as well.
One version which I had had a full toolbar, when I've copy newer version (was full), but when I've db updated, then it changed to simple one.
I've got Filter set to Full HTML as default and on admin/settings/site-information page there is still simple toolbar.
