I have an area on the theme im using, which is a thin horizontal bar where the primary links go, but I would like to put a login block next to the links, is it possible to put a login block as a primary link, or would I have to change the region completely.

Whats the best way of doing this.

If you are displaying the menu as a block, you can simply define two version of the menu - for anonymous or logged in users. Then for anonymous users, add a link to /user within the menu.

Alternatively, activate the user login block next to your menu block, but this may need some theming to keep it all inline.
