Modr8 and Subscriptions Integration [#374474]

I have written a patch/module to integrate Modr8 and Subscriptions, modules that I find useful. However, I noticed two problems which lead me to the writing of this addition:

subscriptions sent out emails when items were added to the Modr8 queue, before they were approved.
emails were not sent when items in the queue were approved and posted

Thanks to some very helpful suggestion from salvis, the Subscriptions maintainer, I am making this patch/module available for comment. Perhaps some suggestions would be useful. I don't know how to add this functionality to Modr8 without either a patch or duplicating the majority of the modr8_form_submit() function. Both those options seem pretty inelegant. Ideas?

Is there any new activity on the topic? It seems that modr8 still does not fire an 'update'/'publish' event when approving a node - so no notifications are sent out. Still very needed.

I saw this today.
I would have thought that users with the permission to view modr8 would have received an e-mail to say moderated content was posted and needs to be looked at but... apparently not.

There needs to be some way to set this up because I know a lot of site admins and moderators would probably forget to get the moderation queue.
