Certain taxonomy vocabularies should only be administered by admin

I am really banged up due to endless tries with different problems and therefore I have to ask this probably easy question. Wasn't there anywhere the option to restrict the use of taxonomy to certain roles. It can be made globaly at "permissions" but I think there was an option to do it by vocabulary so that only admins or editors are allowed to assign certain tags to content.

Please help me I am totally wrecked.

accomplished with contrib modules ie: TAC.module would work for what you ask though there are others in the user permissions / authentication category

Taxonomy Role ( http://drupal.org/project/taxonomy_role ) allows exactly what I needed. Very simple but I only wanted this one feature. Thx again for all the replies.
