The name of the view must be LTR even on RTL displays

The name of the views in the views pages, *must* be LTR since it is by definition latin letters. By default now it's directionality is inherited from the HTML, and in RTL pages it's RTL. This makes my head hurt and sometimes almost explode, so I submit a patch.

This was tested against drupal 6.9, but it should be trivial to port to trunk.
