Revision is unmoderated on change of node reference field

Description
If the user changes only a node reference field (added to the default "page" content type via CCK), a revision is generated but is published immediately. I was expecting a node reference revision should be added to the moderation queue.
Apologies if this is fixed in the dev version or falls under the scope of an existing (broader) report/request (please point me to that if so). Thanks.
