Navigate UI is duplicate, even triplicate additional widgets

Navigate UI is duplicate, even triplicate additional widgets, and it is displaying the output from Devel module, even though I have disabled devel info display.

It appears to be some kind of caching issue, some kind of stale data.

It also started adding widgets that I did not configure to display, does it have some settings that can be cleared to allow things to go back to normal?

Clearing cache didn't help.
