I have installed Heartbeat. I have nothing in it right now. But only User1 can access the heartbeat/public path. I have given the "heartbeat view messages" to every single role I have and still for everyone except user1, I get an "Access denied". Tomorrow I"ll try adding a few things with user1 and see what happens. But I figured the access denied could not be happening just because there was nothing to look at. I do have TAC_Lite installed and working properly with everything else.

Drupal 6.9 php and mysql 5.

Hey Khawaja,

sorry for this. I checked my code and did not find heartbeat view messages at first. But at once place, i did unfortunately. I fixed this and will be downloadable in the next nightly release.
