Related terms import patch and help update

This patch permits related terms import.

Furthermore, this patch update help in order to remind to protect characters with quotation marks, because it eliminates some php problems associated with non-ascii characters (specialy when the first character is non-ascii).

To use the module without the patch, simply rename attached file taxonomy_csv.module.txt to taxonomy_csv.module and replace the original file.
