Users aren't able to contact other users through the contact pages (http://drupal.org/user/ID/contact) due to the following error:

"You cannot contact more than 3 users per hour. Please try again later."

There was an old issue for groups.drupal.org with the same error message which was recently updated at http://drupal.org/node/310605#comment-1266352 but since that issue was for groups.drupal.org I'm creating this new issue.

Another symptom is the 127.0.0.1 as host in the logs.

This has not been fixed. I see log entries under one minute ago from 127.0.0.1.

Please don't say this issue is fixed unless you can see watchdog logs on Drupal.org.

I've configured Drupal.org to trust "forwarded for" headers for requests from 127.0.0.1, which fixes this issue.
