Is there such feature in this module to let advertizers select hours when the banner will be shown? For example from 13:00 to 18:00 using timezone of advertized user.

Nope, this feature is not implemented. Ideally I'd like to see the ad module integrated with a third party scheduler that could handle features like this. Suggestions welcome. As are patches.

Until then, moving into a postponed state.
