Extend features to manual user creation

Issue Summary

Would it be possible to extend these features to manual user creation? As it is, I cannot create users without assigning them email addresses, and a current project of mine requires creating accounts that may or may not be used by the entities they represent. (It's a directory of businesses/users that may or may not need to actually use their accounts in the future.)
