When you currently go to your roles page, you see for anonymous user and authenticated user a locked operation.
When someone adds a role, the link "edit role" becomes visible, which basicly just allows you to edit the name of the role and delete it. It seems reasonable to reorder this, to allow it either to be named differently (i.e "edit name") or dropped al together so that we only show a operation "delete" (which will supply more context to locked state).
There are several other solutions, but I think we could figure out ways to not confuse the user, who turns to edit role instantly to find out he needs to be at edit permissions.
UB: This issue is part of the Usability testing at Baltimore, a special side note is that this one wasn't in the lab but at a pretest.

dave reidMarking this as a duplicate of #393406: "Edit" links on roles admin page are confusing to users: "Edit permissions" should be the primary link (sorry) since we've started putting code there.
