Can you explain why this is won't fix? If you are opposed to merging, why the Drupal community needs two modules to do text resizing? What makes Text Resize better than Text Size?

That's the only issue I found on the matter: #899018: This vs Text Size? claiming:

Yes, similiar but different implementations. The other module [Text size] supposedly doesn't use javascript and seems to be a bulkier interface.
