Comment links don't include pagination

When an issue contains lots of comments and they are presented on multiple pages, the links in titles above comments on pages after the first one do not include the correct page number. As a result the link points to the first page, which does not contain the comment being referenced.

An example is this issue: http://drupal.org/node/119102?page=1

If you examine the link for #301, you'll see that it lacks the "?page=1" part of the URL, so it is incorrect.
