Enabling the theme developer causes the expandable administration menus on nodes to not expand. For instance, clicking on "comment settings" in a node causes the triangle symbol to turn as if the menu expands but only a blank space break appears and then the page scrolls to the top of the page. I'm using garland theme, I don't know if it applies to other themes.

This also happens with the Zen theme and Zen sub-themes. I wasn't sure if it's a bug or a feature!

I'm having the same issue. Any solutions yet? Disabling the Devel module is the only way I can get the items to work again.
