User login block not formatting in Alagna

I have been playing with the Alagna theme (versions 6.x-2.7 and now 2.9) and found that the user login block is not being formatted to match the rest of the theme. I am surprised that there isn't already a issue created for this which then leads me to think that perhaps this problem doesn't exist for anyone else. Am I crazy or is Alagna not formatting the user login block?

I fixed it here locally in a hackish way but if it is a legit problem, it should be fixed "properly" in the source.
