This is one of the only things still remaining from #76725: Refactor project issue module to use Views. It was mentioned (sort of) at #378140: Beautify the issue queue, too. Splitting this out to a separate issue to make it easier to track and resolve.

Depends on #379602: Add another date format for the raw "time ago" value instead of t('%time ago'), then we just change our default views for the better.
