The installation profile should include a payment package that installs the payment module, credit card module, and the test gateway. It should setup credit card encryption and inform the user that before going live they'll need to actually install and configure a CC payment gateway module.

This issue is 1.5 years old and with D7 and Drupal Commerce around the corner there won't be any other effort on this issue.
