Frequencey reversed?

I'm not sure if its an ordering thing on the sql based on multiple vocabularies but my results seem to be ordered backward ( least frequent term listed first) in my block. In my example the first term has only one node associated to it while the last term ( 10th term) has tons of nodes associated to it...
