lang file import error /?id=&op=do

As you can see in this thread

there are a few reasons people importing lang files get an error like this:

/?id=&op=do

In my case i had to deactivate apaches mod_sec with only standard ruleset.
It would be great to get to know where in the mod_sec rules set one can add .po files to be allowed to be executed so the install can run through without this error.
