How can the system messages be edited?

If the user doesn't ever see the Node Title they don't need to see it in the system message. For example, after my users submit a Comment ("Comment" being a content type), they get the message "Comment (node title here) has been created"

I would prefer it if it just said "Comment submitted."

Where can this be edited?
