Permission problem with WebForm

I created a form with webform 6.x-2.6 - it works perfectly while I am logged in as admin, but when I try to view the page as anon user I get an permission denied error.

I tried to change every option at webform permission, but none worked for that. I also wondered, there is no option like "send webform", but only edit bla bla....

What did I miss?

ps: For a test, I acitvated all those permissions, but even than I couldnt access the form with anon user.
