The cookie is set to expire about a week after it's set, and going back to the front page after it's expired causes the splash page to run even when the "When" is set to "Once". If the splash page appears once a week, that's very different from appearing "Once". The cookie should never expire.

Bumped it up to a year. It's committed to CVS, but I won't package a new release until next week, as there are a few other pending bugs I'd like to nail all at once.
