I make Zen 6.x-1.0 sub-theme on Drupal 6.9 and notice that CSS selector #block-menu-2 should be #block-menu-primary-links. CVS HEAD navigation.css has the same defect.

Probably there are other magic numbers that are turned into text.

Hmm… I don't see that problem in navigation.css.

But I've fixed it in the zen.css in 6.x-1.x-dev and in blocks.css in 6.x-2.x-dev.
