The "Post Message to Twitter" action can't be applied to Trigger: When either saving a new post or updating an existing post

In order to post a message to Twitter when saving a new post or updating an existing post, the user must assign the action to both individual triggers. The attached patch adds it to to the list of available actions for the trigger covering both these scenarios (internal name "presave"), thereby enabling the user to only perform the assignment once.
